Please accept my apologies. I have identified sites which could
possibly benefit from joining my affiliate prtogram to earn revenue by
directing traffic to my site. I did not use spamming software and
sent emails one site at a time.

If you received my message more than once, it was because you have
several sites I think would benefit from a potential partnership.
Hope you understand.

Irrelevant. Targeted spam is still spam. Your email was still spam. It was
unsolicited commercial email. If you did send it one email at a time, (which
wouldn't matter since they were substantially similar and therfore bulk),
you wouldn't have addressed the email the way you did. e.g. If my email
address was godaddy.reg@ You addressed it to Godaddy Reg as if that was a
person's name. Typical of some automated harvesting program used on the
whois database. Your email was also sent in violation of US Federal law.

I understand you harvested the whois database and violated the terms of the
registrars you did the lookup on. e.g. Dotster's whois lookup says:
"This information is provided for the sole purpose of assisting you in
obtaining information about domain name registration records. Any use of
this data for any other purpose, including, but not limited to, allowing or
making possible dissemination or
collection of this data in part or in its entirety for any purpose, such as
the transmission of unsolicited advertising and solicitations, is expressly
forbidden without the prior written permission of this company. By
submitting an inquiry, you agree to these terms of usage and limitations of
warranty."

If you can't be trusted to abide by those simple terms, who in their right
mind would want to be an affiliate of yours and trust that you will pay
them?

Then what you have done looks to me like Unsolicited Commercial
Email (UCE), which in many folks' books is also worth complaining
about AND getting you blocked AND even having your account
terminated. UCE is the actual problem underlying the spam problem.
So even if you don't spam, just being involved in UCE is bad
enough. YOU shouldn't be soliciting for affiliates, your potential
affilates should be soliciting you. If you want to advertise, do
it properly and pay for it yourself.

While manually typing in each email address each time one piece of
email is sent is unlikely to ever scale up to be the massive cost
spam is today, it is, nevertheless unsolicited bulk email, commonly
known as spam.

I suggest you cease sending unsolicited email for advvertising purposes
and proceed with normal advertising campaigns, which involves things
like buying advertising space/time from various media, including web
sites, newspapers, radio, and television.

Also, I suggest you make sure that your signup page, if you have one
for any mailing lists or solicited advertising, absolutely verify
that the person who receives mail at that address is the one who did
the signup, but sending them a confirmation request that includes a
code number for them to respond with if they want to confirm the
signup.
